    BRUSSELS, BELGIUM / RankWire.AI / – European health organizations are calling on the European Union to incorporate compulsory heat protection into climate strategies. The Health and Environment Alliance, known as HEAL, advocates for measurable EU targets focused on climate resilience and public health outcomes. It also supports the implementation of obligatory heat-health plans by member states. These proposals come at a time when soaring temperatures continue to challenge health services across Europe. HEAL has additionally requested dedicated climate and health funding in the EU budget for 2028 through 2034.

    Health groups urge EU-wide binding heat protection plans
    EU policymakers face calls for measurable heat protection and public health resilience targets.

    According to health advocates, national Heat-Health Action Plans should clearly define responsibilities, objectives, and monitoring methods. Such plans should include early warning systems, public awareness campaigns, and preparedness strategies for hospitals and health providers. They must also identify vulnerable populations, including older adults, children, pregnant women, and those with chronic conditions. Campaigners emphasize the importance of considering social and economic factors that heighten exposure risks during extreme heat events.

    The Standing Committee of European Doctors, known as CPME, has urged the development of comprehensive heat-health strategies across Europe. It requests EU, national, and local authorities to create and periodically update these plans. CPME notes that high temperatures can worsen cardiovascular and respiratory illnesses and lead to premature mortality. The organization supports binding EU goals for improving climate resilience and public health. It advocates for stronger national adaptation efforts and enhanced preparedness for health risks caused by climate change.

    Prevention Focused Heat Planning Gains Momentum

    On June 11, 2026, WHO/Europe released updated guidelines for Heat-Health Action Plans. The framework highlights eight key areas for governments and health authorities to address. These include governance, warning systems, communication, health system resilience, and protection for vulnerable groups. The guidance also recommends measures to limit heat exposure, improve health surveillance, and evaluate responses. WHO/Europe describes extreme heat as an urgent threat to public health. Its framework offers practical steps for preparation and coordination during heatwaves.

    There is still considerable variation in heat-health planning across Europe. The European Environment Agency reports that 21 member states have adopted such plans. Four additional countries are developing their own strategies. However, some central and eastern European nations lack comprehensive plans or health monitoring systems. Health organizations call for standardized EU requirements to simplify preparedness assessments. They also push for better coordination among public health agencies, emergency responders, and climate adaptation bodies.

    EU Climate Resilience Policy Emphasizes Heat Protection

    European Commission plans to introduce a unified climate resilience and risk management framework in the latter half of 2026. This initiative aims to address how member states prevent and prepare for climate change impacts. The Commission states that the new framework should enhance the EU’s approach to resilience and risk mitigation. HEAL urges the inclusion of binding health targets and national heat-health measures within the package. It also advocates for integrating health needs into broader climate adaptation strategies across the bloc.

    This policy discussion arises amid evidence of a significant health toll caused by extreme temperatures in Europe. Studies cited by health groups estimate over 62,000 heat-related deaths occurred across Europe in 2024. Intense heat also drives up demand for medical services and strains healthcare workers. Current guidelines stress early warnings, public communication, surveillance, and exposure reduction. European health groups are calling for binding EU standards that embed these measures into national plans and the overall climate resilience framework.
